Following a Public Hearing in Montreal on 21 January 1986, the Commission approves the application for a licence to carry on a broadcasting receiving undertaking (subscription television) to serve the communities noted above. This undertaking will distribute, in scrambled form, the following services:

The Commission will issue a licence to Don Himmelman, representing a company to be incorporated expiring 30 September 1990, subject to the conditions specified in this decision and in the licence to be issued.
This authority will only be effective at such time as the Commission receives documentation establishing that the company has been incorporated in accordance with the application in all material respects.
Some community programming will be produced at the Plentz Elementary High School in Lahave and distributed, on a part-time basis, on the channel used for the distribution of the CBC Parliamentary Television Network. The licensee intends to commence the broadcast of such programs within the first six months of operation of this system.
The Commission approves, as a condition of licence, the proposed maximum monthly subscriber fee of $19.00, including pass-through fees for distant signal delivery, and a maximum installation fee of $100.00, including a refundable deposit for the decoder.
The Commission notes that the authorized maximum monthly subscriber fee includes pass-through fees of $4.90 to be paid by the licensee to CANCOM for the delivery of six television signals. Authority to charge the pass-through fees is only effective at such time as the CANCOM signals are provided to subscribers and is further subject to the requirement that only the actual pass-through fees paid to CANCOM; are charged to subscribers.

The licence is subject to the condition that the licensee own and operate, as a minimum, the local head-end, the amplifiers and the subscriber service drops.
The Commission will issue a licence to the applicant where it is in receipt of written notification from the Department of Communications (DOC), within two months of the date of this decision, that it will issue a Technical Construction and Operating Certificate. No licence will be issued if the Commission does not receive this notification within said period, or such further period as the Commission may, upon receipt of a request for extension before the expiry of the two months, deem appropriate under the circumstances.
It is a condition of licence that the authority granted herein be implemented within six months of the date of receipt of written notification from the DOC that it will issue a Technical Construction and Operating Certificate or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said six months, deem appropriate under the circumstances.
The Commission acknowledges the intervention submitted by the Atlantic Television System regarding the fact that its Atlantic Satellite Network (ASN) signal has not been included in the licensee's proposed distribution. The Commission recognizes the importance of ASN in providing alternative Canadian programming to viewers in the Atlantic region, and encourages the licensee to examine the possibility of applying to carry this service as soon as financial resources permit.
