Following a Public Hearing in Victoria on 18 June 1984, the Commission approves the application for a broadcasting licence for an English-language FM radio station at Pender Harbour on the frequency 104.3 MHz, channel 282, with an effective radiated power of 3.3 watts to rebroadcast the programs of CISQ-FM Squamish, British Columbia.

The Commission will issue a licence expiring 30 September 1988, subject to the conditions of licence specified in this decision and in the licence to be issued.

However, in accordance with paragraph 22(1)(b) of the Broadcasting Act, the Commission will only issue the licence, and the authority granted herein may only be implemented, at such time as written notification is received from the Department of Communications that it will issue its Technical Construction and Operating Certificate.

It is a condition of this licence that construction of the station be completed and that it be in operation within twelve months of the date of receipt of written notification from the Department of Communications that it will issue a Technical Construction and Operating Certificate or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.

The frequency approved by this decision is an unprotected frequency. Accordingly, the licensee would have to select another frequency for the operation of the station should optimum utilization of the broadcasting spectrum so require.
