Pursuant to Public Notice CRTC 1984-62 dated 7 March 1984, the Canadian Radio-television and Telecommunications Commission announces that it approves in part the application to amend the Promise of Performance for CFTI-FM Timmins. The Commission approves the proposal to decrease the amount of News (category O) from 10 hours and 36 minutes to 8 hours and 21 minutes.
This change results from the termination of CBC network programming on CFTI-FM. This service will continue to be available to Timmins area residents through CBCJ-FM Timmins on frequency 96.1 MHz (channel 241).
The licensee also proposed to decrease the Backgrounding, Hobbies, Human Interest and Spoken Word-Other programming (categories 2, 3A, 4 and 5) from 17.8% to 7.2% per week. In Public Notice CRTC 1984-84 dated 5 April 1984 on "The Consultative Committee on Music on FM Radio", the Commission stated that it proposes to cease the use of Enrichment material guidelines (categories 2, 3A, 4 and 5) as a basis for assessing Foreground and Mosaic proposals and their imposition as conditions of licence. However, until the Commission releases a policy document on this matter, joint FM licensees are still required to maintain a level of not less than 9% of all programming from these categories. Consequently, the Commission approves a decrease in programming from categories 2, 3A, 4 and 5 to a minimum level of 9%.
The Commission denies the proposal to decrease the amount of Traditional and Special Interest music (category 7) from 8 hours to 4 hours and 30 minutes per week. In accordance with the Commission's Policy statement on the Review of Radio in March 1983, the licensee is required to continue to maintain a minimum of 8 hours per week of music from category 7.
