Following a Public Hearing in Edmonton on 14 November 1983, the Canadian Radio-television and Telecommunications Commission announces that it approves the application for a broadcasting licence for an English-language FM radio station at Fort McMurray on the frequency 97.9 MHz, channel 250, with an effective radiated power of 2,790 watts. |
The Commission will issue a licence expiring 30 September 1985, subject to the conditions of licence specified in this decision and in the licence to be issued. This term will enable the Commission to consider the renewal of this licence at the same time as that of other FM radio stations in the region. |
However, in accordance with paragraph 22(1)(b) of the Broadcasting Act, the Commission will only issue the licence, and the authority granted herein may only be implemented, at such time as written notification is received from the Department of Communications that it will issue its Technical Construction and Operating Certificate. |
The new station will offer a "progressive" format, oriented to a young adult audience, blending rock and rock-oriented music with a significant amount of spoken-word information so as to provide a distinct alternative to the licensee's existing AM radio service in Fort McMurray, CJOK. |
The licensee proposes to maintain a maximum weekly repeat factor of 18 for any particular musical selection, and a limit of less than 50% for music which qualifies as hit material, in accordance with the Commission's Policy Statement on the Review of Radio published in March 1983. While accepting the applicant's proposal for approximately 1 1/2 hours per week of music from category 7 (Traditional and Special Interest), the Commission is concerned that this level is much lower than the minimum suggested in the policy statement, and will review this issue when it considers the renewal of the licence in 1985. |
The Commission notes that a minimum of 30% of the musical selections from category 6 will be Canadian. |
The Commission attaches particular importance to the opportunities provided by broadcasting stations for the development, exposure, and support of local musical talent. In this regard, the Commission notes the licensee's budget commitment of $3,000 per year for the production and promotion of at least one live concert annually and possibly live broadcasts from a local club on a monthly basis, and encourages the applicant to increase this funding as resources permit. |
The Commission also notes the applicant's commitment to provide thirty minutes per week of commercial-free time for programming access by interested community groups, and it expects the applicant to promote the availability of this time on a regular basis. |
It is a condition of this licence that construction of the station be completed and that it be in operation within twelve months of the date of receipt of written notification from the Department of Communications that it will issue a Technical Construction and Operating Certificate or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances. |
