Subject: Associated with Bell MTS Tariff Notice (TN) 844 - Introduction of Fibre to the Home (FTTH) Service

Dear Philippe Gauvin:

On 17 December 2021, the Commission received an application from Bell MTS, a division of Bell Canada, proposing changes to its General Tariff CRTC 24001 to introduce Item 2265 – Fibre to the Home (FTTH) Service to reflect that certain residential home phone calling features will no longer be available to new customers or to existing customers who make changes to their service and have their voice service provisioned over FTTH. 

Bell MTS submitted that it is notifying all current legacy platform provisioned regulated customers of the proposed destandardization of the calling features consistent with the Commission's directives in Telecom Information Bulletin 2010-455-1Footnote1. However, Bell MTS submitted that because of the complexity of the mail-out notifications to its customers, it would not be able to complete the mail-outs until 14 January 2022. Therefore, Bell MTS proposed that the dates associated to this TN be calculated from 14 January 2022. Consequently, customer comments would have to be filed by 28 February 2022, which is 45 days from 14 January 2022, and the proposed effective date would be 15 March 2022, which is 60 days from 14 January 2022.

This proceeding was published on the Commission’s website on 23 December 2021 and the associated deadline to comment is currently 7 February 2022. Commission staff acknowledges that Bell MTS will not be able to complete the mail-out to inform customers on the process to address their comments until mid-January and that this could unduly limit the time available for customers to provide meaningful comments. In order to ensure that customers have sufficient time to provide comments and a more comprehensive record, Commission staff considers the extension request to be reasonable and grants the extended deadlines as requested by Bell MTS.

Accordingly, comments with respect to the application should be filed no later than 28 February 2022. Reply comments from Bell MTS are to be filed no later 10 March 2022.
