Application by Stornoway Communications Limited Partnership to amend the national Category 1 specialty television service known as The Issues Channel.


In Decision 2000-463, the service was approved as a national Category 1 specialty television service that would focus its programming exclusively on public affairs.


In this Decision, it was stated that:


- the programming must be drawn exclusively from categories 2a, 2b, 4, 5a, 5b, 7a, 7d, 11, 12 and 13, as set out in Schedule I to the Specialty Services Regulations, 1990.


- no more than 8% of all programming broadcast during each broadcast week shall be devoted to material drawn from category 7.


- no more than 1 feature film (category 7d) shall be broadcast during each broadcast week and shall be offered only within the context of an issue being explored by the service.


The applicant is requesting the following amendments:


Addition of program subcategories:

7b) On-going comedy series (sitcoms)
7c) Specials, mini-series, and made-for-TV feature films
7e) Animated television programs and films
7f) Programs of comedy sketches, improvisations
7g) Other drama


Stornoway is also requesting to increase the amount of allowable programming from category 7 to 15% (from 8%) of all programming broadcast during each broadcast week, with a cap of 2 feature films shown in any given week.

Applications by ROGERS CABLE INC. to amend the licences of its cable systems serving the above-mentioned locations.


The licensee has applied for authority to distribute the signal of Talentvision, as part of a digital service offering on its cable distribution undertakings serving the above-noted localities.


Talentvision is a national ethnic specialty programming undertaking and provides programming in the Mandarin, Vietnamese and Korean languages.


In accordance with subsection 18 (5) (c) (ii) of the Broadcasting Distribution Regulations (the Regulations), a Class 1 cable licensee is required to distribute ethnic programming services where more than 10% of the population within the licensed area of the system is of one or a combination of the ethnic origin to which the service is intended.


Since Rogers proposes to distribute Talentvision as a digital cable service instead of an analog service, an exemption to the Regulations, by condition of licence, is required.

Application by UNIVERSITY OF TORONTO COMMUNITY RADIO INC. to amend the licence of CIUT-FM.


The licensee proposes to broadcast predominantly Punjabi and Hindi language religious programming, using a Subsidiary Communications Multiplex Operations (SCMO) channel. Programming broadcast using an SCMO is not accessible with standard radio equipment, and requires the use of a special receiver.
