Subject: Approval of revised Canadian NPA Relief Planning Guidelines

In October 1999, the Canadian Steering Committee on Numbering (CSCN) began work on a set of Canadian Number Plan Administration (NPA) relief planning guidelines. The guidelines developed by the CSCN were approved by the CRTC Interconnection Steering Committee (CISC) and forwarded to the Commission in May 2001.

As the document has been revised many times, the Commission conducted an extensive review to ensure that it accurately reflects CISC processes as well as recent Commission determinations with regard to numbering.

Following its review of the document, the Commission determined that several minor revisions of the document were necessary in order to:

ensure a level playing field for all carriers (section 4.9);

harmonize the guidelines with determinations of the Commission and other guidelines which have been approved since the development of these guidelines began (sections 4.12, 5.1.2(i), 5.2.2(a), 5.2.3, 6.1, 6.24, 7.1, 9.1 and certain glossary definitions);

increase transparency and public access to NPA relief planning processes (sections 4.13, 5.1.8, 6.2, 6.3, 6.6 and the timeline in Appendix B);

provide a mechanism for making recommendations arising from a change of circumstances (sections 4.15 and 6.27);

clarify the position the Commission has taken on 10-digit local dialing across area code boundaries (sections 4.6, 6.17 and 7.2);

encourage carriers to either use or relinquish central office codes that have been "reserved" in area codes that require relief (section 4.7); and

affirm the Commission's authority over numbering (sections 5.1.3, 6.21, 6.23, 8.2 and 8.3).

The Commission approves the Canadian NPA Relief Planning Guidelines as amended.
