Licence renewal for CJCH-TV, CJCB-TV, CKCW-TV and CKLT-TV


The Commission renews the licences for the following television programming undertakings and their transmitters:

· CJCH-TV Halifax and its transmitters CJCH-TV-1 Annapolis Valley, CJCH-TV-2 Truro/Valley, CJCH-TV-3 Truro/Valley, CJCH-TV-4 Bridgetown, CJCH-TV-5 Sheet Harbour, CJCH-TV-6 S.W. Nova Scotia, CJCH-TV-7 Yarmouth and CJCH-TV-8 Marinette, Nova Scotia;

· CJCB-TV Sydney and its transmitters CJCB-TV-1 Inverness, CJCB-TV-2 Antigonish, CJCB-TV-3 Dingwall, CJCB-TV-4 New Glasgow, CJCB-TV-5 Bay St. Lawrence and CJCB-TV-6 Port Hawkesbury, Nova Scotia;

· CKCW-TV Moncton and its transmitters CKCW-TV-2 St-Edward, CKAM-TV Northern New Brunswick, CKAM-TV-1 Miramichi, CKAM-TV-2 Miramichi, CKAM-TV-3 Blackville, CKAM-TV-4 Doaktown, CKCD-TV Campbellton, New Brunswick and CKCW-TV-1 Charlottetown, Prince Edward Island; and,

· CKLT-TV Saint John and its transmitters CKLT-TV-1 Florenceville-Woodstock and CKLT-TV-2 Boiestown, New Brunswick.


This group of stations is known collectively as the Atlantic Television System (ATV). The licences for these undertakings will be subject to the terms, conditions of licence, commitments and expectations set out below, as well as to those contained in Decision CRTC 2001-457.



The licences will be in effect from 1 September 2001 to 31 August 2008.


The Commission notes that this licensee is subject to the Employment Equity Act and therefore files reports concerning employment equity with Human Resources Development Canada.

Conditions of licence


In the case of CJCH-TV Halifax, in each broadcast year, the licensee shall caption 90% of all programming during the broadcast day, including 100% of all Category 1 - News programming.


In the case of each of the other three undertakings, starting with the year beginning 1 September 2003, the licensee shall caption 90% of all programming broadcast during the broadcast day, including 100% of all Category 1 - News programming.



Until 1 September 2003, the Commission expects the licensee to, at a minimum, maintain the current level of closed captioning on CJCB-TV, CKCW-TV and CKLT-TV.



The Commission notes the licensee's commitment to provide a minimum combined total of 15.5 hours per week of local programming to the communities served by the ATV stations.


The Commission also notes the licensee's efforts regarding its coverage of issues and concerns specific to the communities served by its New Brunswick, Nova Scotia and P.E.I. stations, and expects those efforts to continue.


In Decision CRTC 97-527, the Commission approved applications involving the transfer of the assets of the ATV stations from CHUM Limited to Baton Broadcasting Incorporated. The benefits relating to that transaction, as accepted by the Commission, were to be implemented over a seven-year period concluding in 2004. The Commission reminds the licensee that it is required to fulfil all outstanding commitments made as part of the transaction in accordance with the schedule approved in Decision 97-527.
