On 7 June 1999, Northwestel Inc. (Northwestel) filed an application proposing revisions to the company’s Advantage Select message toll discount service effective 1 August 1999.

1. Advantage Select is a message toll discount service targeted at medium to high volume users of long distance services.

 

2. The proposed changes reduce Advantage Select rates, restructure the discount schedule and reduce the minimum charge to become eligible to subscribe to the plan.

 

3. Northwestel stated that the objective of this application was to realign the Advantage Select service rates with the recent filing of Tariff Notice (TN) 701 addressing a Commission ordered rate rebalancing.

 

4. At the time of filing TN 708, the Commission had not yet issued its determinations with regard to TN 701. Northwestel accordingly filed three separate rate scenarios each linked with the various elasticity assumptions put before the Commission in TN 701.

 

5. Northwestel requested that the Commission approve the rate scenario linked with the elasticity assumptions determined appropriate by the Commission in TN 701.

 

6. On 30 June 1999, the Commission published Telecom Order CRTC 99-607 by which the Commission ordered Northwestel to implement rate rebalancing assuming a toll elasticity factor of -0.4.

 

7. In light of the foregoing, the Commission orders that:

 

(a) TN 708 is approved, as modified by paragraph (b) below.

 

(b) The column of rates identified as proposed rates on page 1 of 3 of Attachment 3 to the company’s letter of 7 June 1999 is approved.

 

(c) Northwestel is to issue, forthwith, tariff pages reflecting the above revisions.
