Telecom Order CRTC 99-147


In Tariff Notice 689 dated 30 November 1998, Stentor Resource Centre Inc. (Stentor) filed proposed tariff revisions on behalf of BC TEL, to introduce Fractional DS-1 Access Service for existing or new HyperStream customers.

1.AT&T Canada Long Distance Services Company indicated that limiting Fractional DS-1 Access Service to HyperStream customers would discriminate unfairly against customers that connect to Megaroute or Megastream, or who choose to connect to their own services.


2.BC TEL indicated that, due to the point-to-point nature of Megaplan services, the technology to be utilized for Fractional DS-1 Access Service will not support access to those services without considerable impact on existing network architecture. The company stated that it is currently examining other technologies and expects to be able to provide fractional point-to-point service in the future.


3.The Commission notes the company's statement regarding the future provision of Fractional DS-1 Service for point-to-point applications.


4.In light of the foregoing, the Commission approves Stentor Tariff Notice 689 on an interim basis.
