On 28 May 1998, TELUS Communications Inc. (TCI) filed an application for approval of revisions to its Carrier Access Tariff pertaining to the introduction of Basic Listing Interchange File (BLIF) service for an effective date of 29 June 1998. BLIF service provides a machine-readable file containing non-confidential customer listing information of listed TCI customers to Local Exchange Carriers (LECs) in order that they may provide telephone directories and/or directory assistance services.
On 17 July 1998, Stentor Resource Centre Inc. (Stentor) filed, on behalf of the federally regulated Stentor operating companies other than TCI, Tariff Notice (TN) 669 for the introduction of BLIF service for an effective date of 15 October 1998.

1.TCI and Stentor stated that the introduction of BLIF service meets the companies' obligation, as identified in Local Competition, Telecom Decision CRTC 97-8, 1 May 1997 (Decision 97-8), to provide for the exchange of subscriber listings between LECs. BLIF service is in accordance with the guidelines established and provided by the CRTC Interconnection Steering Committee (CISC), and specifically the Operator Services and Directory Listings Sub-Working Group (Sub-Working Group).
2.On 17 August 1998, TCI submitted that the applications should be given immediate interim approval so that all of the Stentor companies can comply with the agreements and undertakings made in the Sub-Working Group of the CISC.
3.Most parties that filed comments generally supported either interim approval or approval on a final basis so that the service could be offered immediately.
4.Clearnet Communications Inc., on the other hand, submitted that Stentor's proposal contains a number of flaws and inconsistencies that should be addressed before the tariff is approved.
5.Stentor replied that it had no objection to the Commission granting interim approval effective 15 October 1998 for its proposed BLIF service.
6.As the availability of BLIF service would facilitate all LECs to provide telephone directories and/or directory assistance services as envisioned in Decision 97-8, the Commission orders that the applications filed by TCI under TN 1047, as amended by TNs 1047A dated 21 July, 1047B dated 5 August and 1047C dated 1 September 1998, and by Stentor under TN 669, be granted interim approval.
7.The Commission notes that parties have raised various issues that are not addressed in this Order. The Commission will address these issues in the context of the final disposition of these applications.
