By affidavit dated 13 May 1998, ITel Communications (ITel) requested an exemption from contribution charges with respect to Centrex systems in the Sudbury and Warren exchanges. The affidavit affirmed that the systems are or will be limited to the provision of single-hop or local services.

1.By letter dated 22 June 1998, Bell Canada (Bell) noted that the affidavit does not specify the Centrex systems which are the subject of Itel's application. In this respect, Bell noted that it can find no record of Centrex systems installed for ITel in either of the two exchanges which are listed in Itel's affidavit.
2.Accordingly, Bell concluded that Itel's request should be characterized as a request for advance approval of an exemption for systems yet to be installed. On this basis, Bell agreed with the request for advance approval, subject to the requirement that ITel submit a revised affidavit to Bell and the Commission when the Centrex services are installed. Bell submitted that this affidavit should identify the systems which are the subject of the exemption and affirm that they are provisioned solely to provide single-hop or local services.
3.The Commission is of the view that ITel has provided a satisfactory affidavit which meets the evidentiary requirements for advance approval of single-hop Centrex systems and notes that Bell also agreed.
4.In light of the foregoing, ITel's application is approved effective the date of installation, subject to the requirement that ITel submit a revised affidavit to Bell and the Commission when the Centrex services are installed.
