On 30 March 1998, BC TEL filed applications further to Price Cap Regulation and Related Issues, Telecom Decision CRTC 97-9, 1 May 1997 (Decision 97-9).

1. Further to Implementation of Price Cap Regulation and Related Issues, Telecom Decision CRTC 98-2, 5 March 1998 (Decision 98-2), BC TEL proposed to implement an across the board rate increase of $0.40 to Basic Residential Local Service rates, effective 1 January 1998. The Commission considers that this aspect of BC TEL's proposal is compliant with Decision 98-2.
2. Pursuant to Decision 97-9, BC TEL updated its Price Cap Index (PCI) and respective Service Band Limits (SBLs) to incorporate the Gross Domestic Product-Price Index and the productivity offset of 4.5% stipulated in Decision 97-9.
3. BC TEL proposed to, among other things, reduce the rates for Single Line and Mutiline business service, Megalink Service, Microlink Service and Digital Exchange Access Service. As well, the company proposed to increase rates for Local Private Lines and Radio Telephone Services.
4. BC TEL also proposed to increase Basic Residential Local Service rates by $0.20 for subscribers in all rate bands effective 1 May 1998. The Commission notes that the proposed rates comply with the Basic Residential Local Service pricing constraints in Decision 97-9.
5. The company filed the calculation of its Actual Price Index and the Service Band Indices demonstrating that, under proposed rates, it will not exceed the 1 May 1998 PCI and SBLs.
6. The Commission is satisfied that, on the basis of the imputation test information required by Local Competition, Telecom Decision CRTC 97-8, 1 May 1997, the proposed rates will not be anti-competitive.
7. The Commission notes that comments were received relating to BC TEL's application.
8. In light of the foregoing, the Commission orders that:
a) The proposed across the board increase of $0.40 to Basic Residential Local Service rates is approved, effective 1 January 1998.
b) The remainder of the proposed tariff revisions are approved effective 19 May 1998.
