On 9 July 1998, Dryden Municipal Telephone System (Dryden) filed an application under Tariff Notice (TN) 16, amended by TN 16A dated 21 July 1998, for approval of tariff revisions to introduce Extended Area Service (EAS) to three exchanges served by Bell Canada (Bell) along with a monthly local rate increase of $1.40 to recover the costs of the expanded EAS.

1.Dryden noted that Bell had already received approval to introduce EAS into the Dryden exchange for these same three exchanges.
2.In support of its application, Dryden submitted that one-way EAS into its exchange was less desirable than two-way EAS.
3.In a letter dated 17 August 1998, the Commission directed Dryden to notify its customers of its proposals through a billing insert and allow customers to provide their comments to the Commission.
4.As a result of the customer notification, the Commission received numerous comments opposing the application. A small number of subscribers favored the application.
5.Dryden did not file a reply to the comments.
6.In the Commission's view, the record indicates significant opposition to the proposal on the part of Dryden subscribers.
7.In light of the foregoing, the Commission denies the tariff revisions proposed in TNs 16 and 16A.
