LOCAL SERVICE PRICING OPTIONS: REVISED PROCEDURES AND REGIONAL CONSULTATIONS
 I BACKGROUND
 In Local Service Pricing Options, Telecom Public Notice CRTC 95-49, 22 November 1995 (Public Notice 95-49), the Commission initiated a proceeding to consider whether it is appropriate to establish specific mechanisms to ensure that local service continues to be universally accessible at affordable rates, and if so, the particular approach that should be adopted to achieve this objective.
 II REVISIONS TO DATES FOR PROCEDURES
 By letters dated 23 November, 1, 5, 6, and 7 December 1995, la Fédération Nationale des Associations de Consommateurs du Québec, the National Anti-Poverty Organization, the British Columbia Public Interest Advocacy Centre on behalf of B.C. Old Age Pensioners' Organization, Council of Senior Citizens' Organizations of B.C., Federated Anti-Poverty Groups of B.C., Senior Citizens' Association of B.C., West End Seniors' Network and Local 1-217 IWA Seniors (B.C. OAPO et al.), the Consumers' Association of Canada and the Communications, Energy and Paperworkers Union of Canada, respectively, requested an extension to the schedule set out in Public Notice 95-49 in order to allow interveners sufficient time to conduct market and other research to develop an empirical basis for their submissions. Legal Aid Manitoba supported the request in a letter to the Commission dated 7 December 1995. AGT Limited, by letter dated 7 December 1995, indicated that it was opposed to a delay in the proceeding.
 In order to facilitate a complete examination of the issues, the Commission has granted a one month extension to the date by which submissions must be filed with the Commission and served on all parties. This extension will necessitate changes in the dates previously contained in Public Notice 95-49. The revised procedures are set out in section V below.
 III REGIONAL CONSULTATIONS
 In order to facilitate public participation across the country, the Commission will conduct regional consultations in each of the operating territories of the telephone companies made party to this proceeding. The dates and locations for the regional consultations are detailed in section VI below.
 IV ISSUES
 This public notice serves only to revise the dates set out in Public Notice 95-49 and to announce the dates and locations for the regional consultations. The description of issues and other information contained in Public Notice 95-49 continue to apply.
 V REVISED PROCEDURES
 1. The Commission will hold a central public hearing commencing at 9:00 a.m. on 27 May 1996 in the Outaouais Room of the Conference Centre, Phase IV, Place du Portage, Hull, Quebec. The hearing is expected to last approximately two weeks.
 2. The Commission directs the telephone companies and invites other parties, listed pursuant to paragraph 4 of Public Notice 95-49, to make submissions which address the issues outlined in this Public Notice or other relevant issues dealing with local service pricing options. All such submissions must be filed with the Commission and served on all other parties to the proceeding, by 19 February 1996.
 3. The telephone companies and other parties who have filed submissions may file reply submissions by no later than 18 March 1996, serving copies on all other parties.
 4. Any party may address interrogatories to any other party who files submissions or reply submissions pursuant to paragraphs 2 and 3 above. Any such interrogatories must be filed with the Commission and served on the parties in question, by 4 April 1996.
 5. Parties are to file responses to any interrogatories with the Commission, serving copies on all other parties, by 2 May 1996.
 6. Requests by parties for further responses to their interrogatories, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out the reasons for disclosure, must be filed with the Commission and served on the parties in question, by 7 May 1996.
 7. Parties may file replies to requests for further responses and to requests for public disclosure by 13 May 1996, serving copies on the parties making the requests.
 8. The Commission will issue a determination with respect to any such requests by 27 May 1996, at the beginning of the central public hearing. The Commission intends to direct that any information to be provided pursuant to that determination be filed with the Commission and served on all parties, by 3 June 1996.
 9. The Commission reminds all parties that claims for confidentiality should be accompanied by a detailed explanation as to why it is considered that specific direct harm would likely result from disclosure of the information in question. Parties are also reminded that, where confidentiality is claimed, abridged versions must be provided for the public file. Where an abridged version is not provided, detailed reasons must be given.
 10. The Commission will conduct regional consultations at the times and locations listed in section VI below.
 11. Persons wishing to participate at the regional consultations are to register with the Commission, by 5 February 1996.
 12. The telephone companies will be directed to send senior representatives to any of the regional consultations held in their operating territories to provide points of clarification. Submissions at these consultations are not to exceed 15 minutes. Submissions made at these consultations will be transcribed and will form part of the record of this proceeding.
 13. Persons wishing to file written comments on issues relevant to the proceeding may do so by writing to the Commission prior to the commencement of the central public hearing on 27 May 1996.
 14. The documents made part of the record of this proceeding and submissions filed in this proceeding may be examined during normal business hours at any of the CRTC offices listed below:

 15. Copies of the submissions and replies filed in this proceeding will be made available for examination at each regional consultation.
 16. Where a document is to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.

 The Commission will conduct regional consultations as follows:
 (1) in Montréal, at the Holiday Inn, Centre Ville, 99 Viger Ave. W., commencing at 9:00 a.m. on 26 and 27 February 1996;
 (2) in Toronto, at the Howard Johnson Plaza - Hotel, 475 Yonge St., commencing at 9:00 a.m. on 28 and 29 February 1996;
 (3) in Edmonton, at the Westin Hotel, 10135-100th Street, commencing at
9:00 a.m. on 11 and 12 March 1996;
 (4) in Vancouver, at the Renaissance Vancouver Hotel, 1133 West Hastings Street, commencing at 9:00 a.m. on 13 and 14 March 1996;
