Following a Public Hearing in Montreal on 24 November 1986, the Commission approves the application for a broadcasting licence for a French-language FM radio station at Drummondville on the frequency 92.1 MHz, channel 221, with an effective radiated power of 3,000 watts.
The Commission will issue a licence expiring 30 September 1990, subject to the conditions specified in this decision and in the licence to be issued.
Communications Grantham Inc. already operates an AM radio station in Drummondville (CHRD). The applicant proposes to provide a complementary local service that would enable it to repatriate listeners from stations serving outside markets. This joint FM station will be operated in the "Group I" music format, with a vocal-to-instrumental ratio of 90/10. The musical selections will be drawn from recent playlists and have at least 65% French-language vocal music. The Commission notes that between midnight and 6 a.m. the station will broadcast programming from CHOI-MF Quebec City.
The applicant proposes to broadcast 20% foreground programming each week, of which 88% will be produced locally. The proposed programming will include, among other things, music, public affairs and religious material.
The news broadcast will contain 50% local or regional content. The applicant intends to allocate one full-time and two part-time journalists to this service. The news format of the FM station will be different from its joint AM station.
An annual budget of $3,000 will be allocated to the live or delayed broadcast of Canadian artists concerts held in the Drummondville area. The applicant will promote concerts by local artists and broadcast a program on poetry ("Le Réveil Poétique") featuring area artists.
The Commission acknowledges the intervention from Mr. Serge Nourry and the applicant's response stating that the new station will adhere to its 65% French-language music commitment. It has also noted the intervention from Mr. Jean-Guy St-Roch, M.P.P. for Drummond, in support of this application.
In accordance with paragraph 22(1)(b) of the Broadcasting Act, the Commission will issue a licence to the applicant if it is in receipt of written notification from the Department of Communications, within three months of the date of this decision, that it will issue a Technical Construction and Operating Certificate. No licence will be issued if the Commission does not receive this notification within said period, or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said three months, deem appropriate under the circumstances.
It is a condition of licence that construction of the station be completed and that it be in operation within twelve months of receipt of written notification from the Department of Communications that it will issue a Technical Construction and Operating Certificate or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
