Telecom Public Notice CRTC 1985-21
The Commission has received an application from Telesat Canada (Telesat, the Company) dated 19 December 1984, for orders permitting Telesat to charge tolls for which tariffs have not been filed for its commercial earth station services, provided it establishes that, on an aggregate basis, these services are compensatory. In its application, Telesat stated that the relief sought would enable the Company to respond more effectively to the recent liberalized earth station licensing policy announced by the Department of Communications (DOC) and emphasized it was not seeking complete removal of the Commission's regulatory scrutiny of the Company's earth station services.
In support of its application, Telesat submitted as Attachment A a description of an 'aggregate burden test' which it proposes be used to establish that, on an aggregate basis, its commercial earth station services are compensatory. This would be filed commencing 31 December 1985 and every three years thereafter.
The Commission has issued interrogatories to Telesat to which responses must be filed by 11 March 1985.
The application may be examined at Telesat's business offices at 333 River Road, Ottawa, Ontario or at the offices of the CRTC, Room 561, Central Building, Les Terrasses de la Chaudière, 1 Promenade du Portage, Hull, Quebec. A copy of the application and Telesat's responses to the Commission's interrogatories may be obtained by any interested party upon request directed to the Company at the address shown below.

Telesat may file a reply to comments with the Commission by 22 April 1985. A copy should be served on parties who have made comments.
