Moviola: Short Film Channel Inc., 1490525 Ontario Inc., Drive Publishing Inc., 1225520 Ontario Inc.  are the licensees of five national, English-language specialty Category B services.

The licensees require the Commission’s prior approval for authority to effect a change in ownership pursuant to 10(4) of the Specialty Services Regulations, 1990. They also require a new licence for the services. The licences for these services expire 31 August 2014.

The licensees appear to be in non-compliance with their ownership requirements. They also appear to have various non-compliance issues in relation to certain programming matters.

The Commission intends to inquire into these matters at the hearing. Therefore, pursuant to section 12 of the Broadcasting Act (the Act), the Commission calls Moviola: Short Film Channel Inc., 1490525 Ontario Inc., Drive Publishing Inc., 1225520 Ontario Inc. to this public hearing to show cause why the Commission should not issue a mandatory order requiring the licensees to comply with their regulatory obligations as well as why the Commission should not consider the suspension, non-renewal or revocation of the licences pursuant to sections 24 and 9 of the Act.
