How to register

It’s free to register.

Prepare your application

Once you’ve checked the exemption criteria and determined that you have to register, you must prepare a registration application letter. Address it to the Secretary General. In your application, you must include:

  • Contact information for the organization you want to register
    • Legal name
    • Mailing address
    • Telephone number
    • Fax number
    • Email address
  • Contact information for the organization’s Response Manager
    • Full name and title
    • Mailing address
    • Telephone number
    • Fax number
    • Email address
    The Response Manager will become the point-of-contact between your organization and the CRTC. They will be responsible for managing additional information requirements, on behalf of your organization.
  • A list of telecommunications services that the organization will offer, including (but not limited to):
    • local voice services, including 9-1-1
    • Voice over IP (VoIP) services, including 9-1-1Footnote 1
    • Internet services
    • long distance services, including international calls
    • wireless services, including 9-1-1
    • payphone services, including 9-1-1
  • Information about whether the organization owns or operates transmission facilities, as per the definition in the Telecommunications Act, Part I, s. 2(1).
    • If the organization does own or operate transmission facilities, you must register it as a Facility-Based Provider and provide:
      • a diagram that clearly indicates the different transmission facilities, their locations, and their interconnection points, and 
      • the names of the organizations that own the transmission facilities
  • The name(s) of the registration list(s) on which the organization should appear
  • A statement acknowledging that the organization understands and will conform to the regulations associated with the registration lists for which it is registering

If you’re registering as a Proposed Full MVNO or a Full MVNO, you need to include additional information in your application letter.

Proposed Full Mobile Virtual Network Operators (Proposed Full MVNOs)

If you are applying to register as a proposed full MVNO, you must submit an application to the CRTC, addressed to the Secretary General. Your application must include the following:

  • The contact information, as specified above
  • Specify the service(s) that will be offered
    • Local voice services
    • Voice over IP (VoIP) services
    • Internet services
    • Long distance services, including international calls
    • Mobile wireless services
    • Fixed wireless services
  • The entity must indicate its intention to comply with the full MVNO requirements within 12 months of being registered as a proposed full MVNO

Please note that if the entity does not meet the requirement to register as a full MVNO within 12 months, the entity will be removed from the proposed full MVNO list.

Full Mobile Virtual Network Operators (Full MVNOs)

If you’re applying to register as a Full MVNO, you must also:

  • Register with the Commission within 12 months of becoming a Proposed Full MVNO
  • Demonstrate clearly that you meet the technical criteria of a full MVNO as described in the IMSI Guideline
  • Provide a description that identifies how the network operates and how it accesses its host wireless carrier’s network
  • Provide a network diagram that clearly indicates that you:
    • Own and operate core network hardware separate from wireless service providers (WSPs); and
    • Have a service profile management system for end-user devices that can access WSP networks in Canada
  • Identify the wireless carrier with whom you have a wholesale full MVNO access agreement
  • Provide the contact name of an individual at the host wireless carrier that can answer questions about the technical nature of the wholesale Full MVNO access agreement
