RE:  Follow-up to Telecom Order CRTC 2016-396 and Telecom Order CRTC 2016-448 – Process letter

Dear Madams/Sirs:

This letter addresses further process for the tariff applications related to the aggregated wholesale high-speed access (HSA) services filed as a follow-up to Telecom Order 2016-396Footnote1 and Telecom Order 2016-448Footnote2 .

On 6 March 2017, Bell Canada, Cogeco Communications Inc. (Cogeco); Bell MTS (former MTS Inc.); Quebecor Media Inc., on behalf of Videotron G.P. (Videotron); Rogers Communications Canada Inc. (RCCI); Saskatchewan Telecommunications (SaskTel); Shaw Cablesystems G.P. (Shaw), TELUS Communications Company (TCC); and Bragg Communications Incorporated, carrying on business as Eastlink (Eastlink), filed tariff applications with proposed rates and cost studies for their aggregated wholesale high speed access (HSA) services. On 20 March 2017, Bell Canada filed updated cost studies for its aggregated wholesale HSA service and included cost studies for multiple scenarios. On 21 April 2017, Bell Canada filed tariff applications with proposed rates and cost studies for its aggregated wholesale HSA services with bonded access.

By letter dated 5 July 2017, Bell Canada submitted that it has conducted a review of the Bell MTS cost studies to date and has identified certain errors in those studies and the associated results, which need to be corrected. Bell Canada further submitted that it plans on refiling both the cost study reports and the associated supporting cost detail, to correct the errors.

By letter dated 9 March 2017, Commission staff, for efficiency purposes, suspended interventions with respect to the tariff applications that had been filed for the aggregated wholesale HSA services until further notice.

Commission staff sets out the following process for the filing of interventions and reply regarding the tariff applications related to aggregated wholesale HSA services except for Bell MTS (outlined above and listed in the attachment):

Concerning Bell MTS TN 778 and 778A, Commission staff understands that Bell Canada intends to refile the cost study reports and the associated cost details within two weeks of their latest letter dated 11 July 2017. For efficiency purposes, Commission staff requests that parties do not file interventions with respect to the wholesale HSA tariff application of Bell MTS at this time. Upon confirmation by Bell Canada of the date of refiling, Commission staff will advise parties as to the next steps in the evaluation process of Bell MTS by way of a procedural letter.

A Commission staff letter providing additional information on process concerning requests for information will be sent out in due course.
