Various specialty audio services – Licence renewals

  1. The Commission renews the broadcasting licences for the national ethnic specialty audio programming undertakings set out below from 1 September 2016 to 31 August 2023. The conditions of licence are set out in the appendix to this decision. The Commission did not receive any interventions regarding these applications.

Appendix to Broadcasting Decision CRTC 2016-151

Conditions of licence for the national ethnic specialty audio programming undertakings renewed in this decision

Conditions of licence applicable to all the licensees

  1. The licensee shall adhere to the conditions of licence and licensing framework for specialty audio programming services set out in Appendix 1 to New licensing framework for specialty audio programming services, Broadcasting Public Notice CRTC 2002-53, 12 September 2002, as well as to the conditions set out in the licence for each undertaking.
  2. The licensee shall adhere to the Canadian Association of Broadcasters' Broadcast code for advertising to children and Equitable Portrayal Code, as amended from time to time and approved by the Commission. However, the application of the foregoing condition of licence will be suspended if the licensee is a member in good standing of the Canadian Broadcast Standards Council.
  3. The licensee shall adhere to the Broadcasting Licence Fee Regulations, 1997 if its revenues derived from broadcasting activities exceed the threshold amount of $2 million.

Additional condition of licence for Apna Desi Radio (Classical Music)

The licensee shall provide a national, ethnic Hindi-, Punjabi- and Urdu-language specialty audio service directed to members of the Hindi-, Punjabi- and Urdu-speaking communities across Canada. Of the programming aired in each broadcast week, 90% shall be in the Hindi, Punjabi and Urdu language and the remaining 10% shall be in the English language. Programming shall include talk shows (20%) and music programming (80%) drawn from subcategories 24 Easy listening, 31 Concert and 33 World beat and international.

Additional condition of licence for Apna Desi Radio (Hindi)

The licensee shall provide a national, ethnic Hindi-language specialty audio service directed to members of the Hindi-speaking communities across Canada. Of the programming aired in each broadcast week, 90% shall be in the Hindi language, and the remaining 10% shall be in the English language. Programming shall include news, sports, talk shows and music.

Additional condition of licence for Apna Desi Radio (Punjabi)

The licensee shall provide a national, ethnic Punjabi-language specialty audio service directed to members of the Punjabi-speaking communities across Canada. Of the programming aired in each broadcast week, 90% shall be in the Punjabi language, and the remaining 10% shall be in the English language. Programming shall include news, sports, talk shows and music.

Additional condition of licence for Apna Desi Radio (Sports)

The licensee shall provide a national, ethnic Punjabi- and Hindi-language specialty audio service directed to members of the Punjabi- and Hindi-speaking communities across Canada. Of the programming aired in each broadcast week, 50% shall be in the English language, and the remaining shall be in the Punjabi (25%) and Hindi (25%) language. Programming shall consist of talk shows (20%) and sports programming (80%).

Definition

For the purposes of the above conditions of licence, the term "broadcast week" shall have the same meaning as that set out in the Radio Regulations, 1986.
