Bell Aliant Regional Communications, Limited Partnership – Introduction of a channelization feature

1. The Commission received an application from Bell Aliant Regional Communications, Limited Partnership (Bell Aliant), dated 19 February 2013, in which the company proposed modifications to its General Tariff items 508.3, Digital Network Access – High Speed, and 508.6, Digital Network Access – OC-12. The company proposed to introduce a central office channelization feature that would permit an OC-3 access or channel to be connected to DS-3 channels and an OC-12 access or channel to be connected to OC-3 or DS-3 channels.1

2. Bell Aliant filed a cost study to demonstrate that the proposed rates meet the Commission’s price floor test.

3. The Commission received no comments regarding this application. The public record of this proceeding, which closed on 18 March 2013, can be found on the Commission’s website at www.crtc.gc.ca under “Public Proceedings” or by using the file number provided above.

4. The Commission notes that Bell Aliant’s proposed rates meet the price floor test. The Commission also notes that the proposed rates are similar to Bell Canada’s National Services Tariff rates for the same services and that the proposed terms and conditions are consistent with those of other companies for the same services. Therefore, the Commission considers the proposed rates, terms, and conditions to be reasonable.

5. Accordingly, the Commission approves Bell Aliant’s application effective the date of this order.
