RE:  Registration of The Community Recreation Rebroadcasting Service Association as a Proposed CLEC in Labrador City-Wabush, Newfoundland and Labrador

Dear Ms. Kennedy,

This letter is in response to your Proposed Competitive Local Exchange Carrier (CLEC) application dated 10 June 2009, in which The Community Recreation Rebroadcasting Service Association expressed its intent to establish itself as a Type 4 CLEC in the serving areas of Labrador City-Wabush, Newfoundland and Labrador in Bell Aliant territory.

The Community Recreation Rebroadcasting Service Association has provided information that satisfies the initial requirements imposed on Proposed CLECs in Telecom Decision CRTC 97-8, Local Competition, and as identified in paragraph 344 of Telecom Decision CRTC 2005-28, Regulatory Framework for Voice Communications Using Internet Protocol. As such, Commission staff considers that The Community Recreation Rebroadcasting Service Association has completed the Pre-Entry CLEC requirements and obligations and will be placed on the CRTC website on the Proposed CLEC list. The Proposed CLEC list is available at the following link: http://support.crtc.gc.ca/tlcmlsts/default.aspx?indx=40&lang=e.

The Community Recreation Rebroadcasting Service Association may now proceed with further arrangements as necessary to allow it to provide local switched services. However, The Community Recreation Rebroadcasting Service Association is reminded that it may not offer services to the public as a CLEC until all the conditions of Decision 97-8 and any subsequent relevant Decisions have been satisfied.

The table of CLEC obligations that accompanies this letter is an unofficial document which is intended as a convenience only, not to be relied upon as an official version of Decision 97-8. Also, please note that this table is being reviewed and some variations might occur. This will be reviewed with you as you proceed with your submissions.

The Community Recreation Rebroadcasting Service Association may be subject to further obligations that the Commission may impose on CLECs from time to time.
