Broadcasting Licence Fees – Part I

The Broadcasting Licence Fee Regulations, 1997 (the Regulations) provide for the payment of a Part I licence fee by certain broadcasting undertakings. Section 9(1) of the Regulations sets out the components for the calculation of the regulatory costs.

Pursuant to section 10 of the Regulations, the Commission hereby announces in this public notice that the estimated total broadcasting regulatory costs of the Commission for the 2009-2010 fiscal year are $28.469 million.

The annual adjustment amount referred to in section 8(2) for the 2007-2008 fiscal year is $5.018 million. Of this total, $4.453 million pertains to the recovery of a temporary increase in the Commission's budget approved by Treasury Board for fiscal year 2007-2008. Notification of this temporary increase was provided in:
 
  • Notification of a temporary increase to CRTC Part I Broadcasting Licence Fees and Telecommunications Fees, Broadcasting Circular CRTC 2007-9, 21 December 2007; and
 
  • letters sent to all licensees of broadcasting undertakings subject to CRTC Part I licence fees on:

o 29 February 2008; and

o 27 February 2009.

  The balance of this adjustment ($0.565 million) recovers increases in salary (e.g. ratified collective agreements) and accommodation-related costs.

A second adjustment pertaining to the 2008-2009 fiscal year in the amount of $0.011 million is being made following the revision of the Part I billing for one broadcasting undertaking. Part I broadcasting licence fees were recalculated and the adjustment is being invoiced to the remaining broadcasting undertakings.

The net billing for the Part I licence fee for the 2009-2010 fiscal year, taking into account the adjustments in paragraphs 3 and 4 above, is $33.498 million.
