Community radio station in Chase

The Commission approves an application for a broadcasting licence to operate an English-language, low-power Type B community FM radio station in Chase, British Columbia.
 

Introduction

1.

The Commission received an application by Chase and District Community Radio Society (Chase and District) for a broadcasting licence to operate an English-language, low-power Type B community FM radio programming undertaking in Chase. Chase and District currently operates the English-language, low-power developmental community FM radio programming undertaking CFCH-FM Chase, the licence for which expires 6 October 2008.1 The Commission notes that the licence for CFCH-FM will not be renewed.

The Commission did not receive any interventions in connection with this application.
 

Proposed Service

Chase and District indicated that, during each broadcast week, the station would broadcast 84 hours of programming. A Type B FM community radio station may not increase or decrease its total weekly broadcasting time by more than 20% without prior Commission approval. The applicant also indicated that 100% of its programming would be locally produced.

In addition, the applicant indicated that, although the primary language of broadcasting would be English, it would devote, during each broadcast week, 10% of its total programming to French-language programming and 10% to Canadian Aboriginal-language programming.

Further, Chase and District indicated that, during each broadcast week, 60% of all musical selections broadcast would be drawn from Category 2 (Popular Music) and that the remaining 40% would be drawn from Category 3 (Special Interest Music ).2 As set out in Public Notice 2000-13, during each broadcast week a minimum of 12% of all Category 3 musical selections must be Canadian selections. The applicant confirmed that it would adhere to this requirement as a condition of licence.

Chase and District proposed to broadcast spoken word programming that reflects the community interests. This would include, for example, a daily local news show, a local hockey talk show focusing on the Chase Junior hockey team, programming targeting teenagers and programming relating to personal poetry and other diverse subjects.

The applicant also proposed to broadcast programming focusing on local talent development. It also noted that the station would provide opportunities for students from Chase High School, for First Nations communities in the area and for other members of the local community to take part in the programming. The applicant would also broadcast programming that promotes and features music by new local Canadian artists. For example, programming would include the Friday Coffee House show, which offers local musicians the opportunity to perform live on radio.

Finally, Chase and District indicated that some members of the local community who have completed a broadcast course would provide orientation and training to new members interested in participating in Chase radio, and would be available to train and help volunteers at the radio station.

Commission's determinations

The Commission is satisfied that the application is consistent with the provisions for Type B community radio stations set out in Public Notice 2000-13. Accordingly, the Commission approves the application by Chase and District Community Radio Society for a broadcasting licence to operate an English-language, low-power Type B FM radio programming undertaking in Chase. The terms and conditions of licence are set out in the appendix to this decision.

Terms, conditions of licence and encouragement

 

Terms

 

Issuance of the broadcasting licence to operate an English-language, low-power Type B community FM radio programming undertaking in Chase, British Columbia

  The licence will take effect 1 September 2008 and will expire 31 August 2015.
  The station will operate at 103.5 MHz (channel 278LP) with an effective radiated power of 19.7 watts.
  The Department of Industry (the Department) has advised the Commission that, while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.
  The Commission reminds the applicant that, pursuant to section 22(1) of the Broadcasting Act, no licence may be issued until the Department notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.
  Given that the technical parameters approved in this decision are for a low-power unprotected FM service, the Commission also reminds the applicant that it will have to select another frequency if the Department so requires.
  Furthermore, the licence for this undertaking will be issued once the applicant has informed the Commission in writing that it is prepared to commence operations. The undertaking must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 1 August 2010. In order to ensure that such a request is processed in a timely manner, it should be submitted at least 60 days before this date.
  In accordance with Community radio policy, Public Notice CRTC 2000-13, 28 January 2000, the licence for this community radio station will be held by a not-for-profit organization without share capital whose structure provides for membership, management, operation and programming by members of the community at large. The board of directors will ultimately control the undertaking and be responsible for adherence to the Radio Regulations, 1986 and the station's conditions of licence.
 

Conditions of licence

 

1. The licence will be subject to the conditions set out in New licence form for community radio stations, Public Notice CRTC 2000-157, 16 November 2000, with the exception of condition of licence number 1.

 

2. If the licensee originates 42 or more hours of programming in any broadcast week, the licensee shall adhere to the Canadian Association of Broadcasters' Equitable Portrayal Code, as amended from time to time and approved by the Commission. The application of the foregoing condition of licence will be suspended if the licensee is a member in good standing of the Canadian Broadcast Standards Council.

 

3. The licensee shall devote, in each broadcast week, a minimum of 12% of its musical selections from content category 3 (Special Interest Music) to Canadian selections broadcast in their entirety.

 

Encouragement

 

Employment equity

  The Commission considers that community radio stations should be particularly sensitive to employment equity issues in order to reflect fully the communities they serve. It encourages the licensee to consider these issues in its hiring practices and in all other aspects of its management of human resources.
