Applications granted approval pursuant to streamlined procedures

  In this public notice, the Commission publishes a list of applications involving transfers of ownership and changes in the effective control of broadcasting undertakings as well as applications for amendments or extensions of deadlines not requiring a public process that it has approved during the period 1 January 2007 to 28 February 2007 pursuant to its streamlined procedure.

The Commission has a streamlined procedure for its consideration of applications involving transfers of ownership and changes in the effective control of broadcasting undertakings as well as applications for amendments or extensions of deadlines not requiring a public process. Under this procedure, and on a case-by-case basis, the Commission may approve such an application without first having issued a public notice provided that:
 

a) its examination of the application reveals the presence of no significant policy concern; and

 

b) the Commission is convinced that approval would be consistent with its approvals of previous applications.

Where these two conditions are met, the Commission is generally satisfied that a process initiated by a public notice is not required in the public interest, and would unnecessarily delay implementation of the transaction contemplated or of other proposals by the applicant.

In the appendices to this public notice, the Commission publishes a list of applications involving transfers of ownership and changes in the effective control of broadcasting undertakings (Appendix 1) as well as applications for amendments or extensions of deadlines not requiring a public process (Appendix 2) that it has approved during the period 1 January 2007 to 28 February 2007 pursuant to its streamlined procedure.

Dhillon, through the acquisition by Satnam of all the shares of 902890 Alberta held by Mr. Tony Greengrass (51%) and Mr. Allan Greengrass (49%).

902890 Alberta is the licensee of the radio programming undertaking CIHS-FM Wetaskiwin, Alberta.
2. Diffusion Laval inc.

Transfer of the ownership and effective control of Diffusion Laval inc. (Diffusion Laval) to Mr. Pierre Marchand, through the acquisition by Placements Marchand inc. of all the shares of Diffusion Laval held by Mr. Gilles Lajoie.

Diffusion Laval is the licensee of the radio programming undertaking CFAV-AM Laval, Quebec.
3. The Fight Network Inc.

Change to the ownership of The Fight Network Inc. (TFN Inc.) through the transfer of all the shares of TFN Inc. from Mr. Mike Garrow to Blackout Communications Inc., a corporation controlled by Mr. Garrow.

TFN Inc. is the licensee of the national category 2 specialty programming undertaking The Fight Network (TFN).
4. CanWest MediaWorks Inc.

(CGCC), the parent corporation of CMI, from Mrs. Ruth Asper to David, Gail and Leonard Asper, holding together, through their personal holdings, 88.95% of the voting rights of CGCC.

CMI is the licensee of various broadcasting programming undertakings in Canada.
5. Stillwater Broadcasting Ltd.

Change in the effective control of Stillwater Broadcasting Ltd. (Stillwater) from a control exercised by three shareholders to a legal control exercised by Mr. William Jens Gade.

Stillwater has been authorized to operate the radio programming undertaking CJSB-FM Swan River, Manitoba. CJSB-FM is not yet in operation.

Novus is the licensee of the Class 1 cable broadcasting distribution undertaking serving the Greater Vancouver Regional District, British Columbia.

Change to the ownership of CJNE-FM Radio Inc. (CJNE Inc.) through a transfer by Mr. Norman Rudock of 50% of the voting shares of CJNE Inc. to Mrs. Treana Rudock. The effective control continues to be exercised by Mr. Rudock, pursuant to the Shareholders' Agreement.

CJNE Inc. is the licensee of the radio programming undertakings VF2212 Carrot River and CJNE-FM Nipawin, Saskatchewan.
