Applications granted approval pursuant to streamlined procedures

  In this public notice, the Commission publishes a list of applications involving transfers of ownership and changes in the effective control of broadcasting undertakings as well as applications for amendments or extensions of deadlines not requiring a public process that it has approved during the period 1 November 2006 to 31 December 2006 pursuant to its streamlined procedure.

The Commission has a streamlined procedure for its consideration of applications involving transfers of ownership and changes in the effective control of broadcasting undertakings as well as applications for amendments or extensions of deadlines not requiring a public process. Under this procedure, and on a case-by-case basis, the Commission may approve such an application without first having issued a public notice provided that:
 

a) its examination of the application reveals the presence of no significant policy concern; and

 

b) the Commission is convinced that approval would be consistent with its approvals of previous applications.

2.

Where these two conditions are met, the Commission is generally satisfied that a process initiated by a public notice is not required in the public interest, and would unnecessarily delay implementation of the transaction contemplated or of other proposals by the applicant.

In the appendices to this public notice, the Commission publishes a list of applications involving transfers of ownership and changes in the effective control of broadcasting undertakings (Appendix 1) as well as applications for amendments or extensions of deadlines not requiring a public process (Appendix 2) that it has approved during the period 1 November 2006 to 31 December 2006 pursuant to its streamlined procedure.

Transfer of the ownership and effective control of Radio CHNC ltée (Radio CHNC) to the Coopérative des travailleurs CHNC (COOP CHNC) through COOP CHNC's acquisition of the shares held directly and indirectly by Mr. Arthur Houde, representing 81% of Radio CHNC's voting interest, and of the remaining shares held by a group of individuals, representing 9% of Radio CHNC's voting interest.

This transaction results in a change in the effective control of Radio CHNC from a control exercised by Mr. Arthur Houde to a control exercised by COOP CHNC's board of directors.

Radio CHNC is the licensee of the radio programming undertaking CHCN New Carlisle, Quebec and its transmitter CHGM Gaspé, Quebec.

Change in the effective control of Radio Port-Cartier inc. (Radio Port-Cartier) from a legal control exercised by Vision Marine inc. to a control exercised by Radio Port-Cartier's board of directors.

Radio Port-Cartier is the licensee of the radio programming undertaking CIPC-FM Port-Cartier, Quebec.

Transfer of the ownership and effective control of Radio Diffusion Sorel-Tracy inc. (Radio Sorel-Tracy) from 9010-0181 Québec inc., a corporation wholly owned and controlled by Mr. Claude St-Germain, to 9171-8130 Québec inc., a corporation controlled by its three shareholders.

Radio Sorel-Tracy is the licensee of the radio programming undertaking CJSO-FM Sorel-Tracy, Quebec.

Delta Cable Communications Ltd. and Coast Cable Communications Ltd. 2006-1574-2

Multi-step reorganization involving Delta Cable Communications Ltd. (Delta) and Coast Cable Communications Ltd.(Coast), under which the last transaction will be an amalgamation of Delta and Coast under the proposed name of Delta Coast Cable Communications Ltd.

This reorganization results in a change in the effective control of Coast, from a control exercised by the members of the Thomas family to an ultimate control exercised by Mr. John S. Thomas.

Delta is the licensee of the cable broadcasting distribution undertaking (BDU) serving Delta, British Columbia. Coast is the licensee of the cable BDU serving Gibsons and Sechelt, British Columbia.
