CHET-FM Chetwynd and its transmitter - Licence renewal

  The Commission renews the broadcasting licence for the English-language community radio programming undertaking CHET-FM Chetwynd and its transmitter CHAD-FM Dawson Creek, from 1 September 2007 to 31 August 2014. The Commission determines that it is appropriate for CHET-FM to retain its status as a Type A community radio station.
 

The application

The Commission received an application by Chetwynd Communications Society to renew the broadcasting licence for the English-language Type A community radio programming undertaking CHET-FM Chetwynd and its transmitter CHAD-FM Dawson Creek. The licence expires 31 August 2007.

The Commission did not receive any interventions in connection with this application.
 

Status of the community station

In Broadcasting Decision 2002-137, the Commission approved the addition of a transmitter of CHET-FM in Dawson Creek, a community located approximately 100 kilometres from Chetwynd. The Commission indicated that it would evaluate, at the time of CHET-FM's licence renewal, whether it should retain its status as a Type A community radio station or be reclassified as a Type B station given that the addition of the transmitter would result in it operating in a market served by a commercial radio station.

Under the Community Radio Policy set out in Public Notice 2000-13, a community radio station is a Type A station if, at the time of licensing, no other radio station, other than one owned by the Canadian Broadcasting Corporation, is operating in the same language in all or part of its market.

Based on its analysis, the Commission finds that the addition of CHET-FM's transmitter in Dawson Creek has not had any negative financial impact on the incumbent radio station CJDC. The Commission recognizes that the transmitter has increased the diversity of programming available in the Dawson Creek radio market. Furthermore, there were no opposing interventions to CHET-FM's licence renewal application. Accordingly, the Commission determines that it is appropriate for CHET-FM to retain its status as a Type A community radio station.
 

Licence renewal

The Commission renews the broadcasting licence for the English-language Type A community radio programming undertaking CHET-FM Chetwynd and its transmitter CHAD-FM Dawson Creek, from 1 September 2007 to 31 August 2014. The licence will be subject to the conditions set out in Public Notice 2000-157 as well as to the following condition:
 

The licensee shall devote, in each broadcast week, 12% of its musical selections from content category 3 (Special interest music) to Canadian selections broadcast in their entirety.

 

Employment equity

7.

The Commission considers that community radio stations should be particularly sensitive to employment equity issues in order to reflect fully the communities they serve. It encourages the licensee to consider these issues in its hiring practices and in all other aspects of its management of human resources.
