CH4472 Ashcroft and CH4473 Cache Creek - Licence renewals

  The Commission renews the broadcasting licences for the television programming undertakings CH4472 Ashcroft and CH4473 Cache Creek, from 1 September 2007 to 31 August 2014.
 

The application

1.

The Commission received applications by Ash-Creek Television Society to renew the broadcasting licences for the English-language television programming undertakings CH4472 Ashcroft and CH4473 Cache Creek, from 1 September 2007 to 31 August 2014, under Policy framework for community-based media, Broadcasting Public Notice CRTC 2002-61, 10 October 2002 (Public Notice 2002-61).

The Commission did not receive any interventions in connection with these applications.
 

Commission's analysis and determinations

In Public Notice 2002-61, the Commission created a new class of licence for community-based programming undertakings and established a regulatory framework for their licensing.

In accordance with the objectives set out in Public Notice 2002-61, the licensee has agreed to devote not less than 80% of the broadcast year to the broadcasting of Canadian programs and not less than 60% of the broadcast year to the broadcasting of local programming.

In light of the above, the Commission renews the broadcasting licences for CH4472 Ashcroft and CH4473 Cache Creek, from 1 September 2007 to 31 August 2014, as English-language, community-based television programming undertakings. The licences will be subject to the conditions specified therein, as well as to the conditions set out in the appendix to this decision.
 

Employment equity and on-air presence

In accordance with Implementation of an employment equity policy, Public Notice CRTC 1992-59, 1 September 1992, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.

With respect to on-air presence, the Commission expects the licensee to ensure that its programming is reflective of Canadian society and that members of the four designated groups (women, Aboriginal persons, persons with disabilities and members of visible minorities) are presented fairly and accurately.

Appendix to Broadcasting Decision CRTC 2007-109

 

Conditions of licence

 

1. The licensee shall adhere to the guidelines on the depiction of violence in television programming set out in the Canadian Association of Broadcasters' Voluntary Code Regarding Violence in Television Programming, as amended from time to time and approved by the Commission. However, the application of the foregoing condition of licence will be suspended if the licensee is a member in good standing of the Canadian Broadcast Standards Council.

 

2. The licensee shall adhere to the provisions of the Canadian Association of Broadcasters' Broadcast Code for Advertising to Children, as amended from time to time and approved by the Commission.

 

3. The licensee shall adhere to the guidelines on gender portrayal set out in the Canadian Association of Broadcasters' Sex-Role Portrayal Code for Television and Radio Programming, as amended from time to time and approved by the Commission. However, the application of the foregoing condition of licence will be suspended if the licensee is a member in good standing of the Canadian Broadcast Standards Council.

 

4. The licensee shall devote not less than 80% of the broadcast year to the broadcasting of Canadian programs.

 

5. The licensee shall devote not less than 60% of the broadcast year to the broadcasting of local programming.

 

For the purpose of this condition, "local programming" shall have the meaning set out in Policy framework for community-based media, Broadcasting Public Notice CRTC 2002-61, 10 October 2002.
