  Application by Houssen Broadcasting Ltd. (Houssen)relating to the licence of radio programming undertaking CKOE-FM Moncton, New Brunswick.
  Houssen proposes to change the authorized contours byincreasingthe effective radiated power from 50 watts to an average effective radiated power of 725 watts and by increasing the antenna height (maximum effective radiated power of 2,900 watts/antenna height 112 metres).
  The Commission notes that the increase in power would result in a change of the CKOE-FM status from a low power unprotected service to a regular Class A service.
  Houssen indicates that these changes are necessary in order to ensure the long term viability of CKOE-FM. Moreover, Houssen indicates that the proposed changes will result in a better quality signal to listeners in the Moncton metropolitan area as well as reaching those in the rural outskirts of the city.

2. Candiac, Quebec

  Application by Radio communautaire de Châteauguay CHAI-MF to amend the licence of the French-language Type B community radio programming undertaking CHAI-FM Châteauguay.
  The licensee proposes to add an FM transmitter atCandiac to broadcast the programming of CHAI-FM, in order to serve the population of Candiac.
  The transmitter would operate on frequency 101.9 MHz (channel 270A1) with an average effective radiated power of 47 watts (maximum effective radiated power of 250 watts/antenna height of 23.7 metres).
  This would be a synchronous repeater of CHAI-FM Châteauguay, using the same frequency as the mother station.

  Application by Kesitah Inc. to amend the licence of radio programming undertaking CFEQ-FM Winnipeg, Manitoba.
  The licensee proposes to delete its condition of licence which reads:
 

A minimum of 95% of all musical selections broadcast during each broadcast week shall be devoted to selections drawn from subcategory 35 (non-classic religious music).

  While the licensee has indicated its preference for the deletion of the above condition of licence, it has indicated that it would be prepared to maintain as a condition of licence a minimum level of subcategory 35 (non-classic religious music) as follows:
 

A minimum of 31% of all musical selections broadcast during each broadcast week shall be devoted to selections drawn from subcategory 35 (non-classic religious music).

  Approval of the application will see CFEQ-FM program a music format consisting of new and alternative rock.

  The licensee requests authority to distribute, as part of its basic service, the following non-Canadian services from the list of Part 2 eligible satellite services:

  • CNN;
  • CNN Headline News;
  • CNBC; and
  • Spike TV
  The licensee also requests authority to distribute a second set of 4+1 U.S. network signals and distant Canadian signals from the list of Part 3 Eligible Satellite Services, subject to the non-simultaneous program deletion requirements set out in section 43 of the Broadcasting Distribution Regulations. The licensee has stated that these services would be offered on a discretionary basis and as part of its digital service offering.
  The applicant is currently distributing the services described above without authorization and is seeking to bring its service into compliance with the Commission's regulatory requirements.
