  Application by 1494679 Ontario Inc. to amend the licence of the national Category 2 specialty programming undertaking known as Odyssey II.
  The licensee proposes to replace the condition of licence in sections a) and c) of their nature of service description as set out in Decision CRTC 2000-642 which reads:
 

a) The licensee shall provide a national ethnic Category 2 specialty television service directed to Greek/Greek-speaking audiences. The programming will be derived primarily from the existing Greek service Mega.

  and;
 

c) 100% of all programming broadcast during the broadcast week shall be in Greek.

  with the following condition:
 

a) The licensee shall provide a national ethnic Category 2 specialty television service dedicated to Greek/Greek speaking audiences.

  and;
 

c) During the broadcast week, the licensee's programming will consist entirely of ethnic programming of which, a minimum of 90% will be in the Greek language and a maximum of 10% will be in French or English.

  The applicant further proposes to add the following condition of licence:

On an exceptional basis during the news, public affairs or youth programs presented primarily in the Greek-language, the licensee may distribute brief segments in the English language to accommodate interviews and other segments from persons unable to converse in Greek. All such non-Greek language inserts are to be accompanied by a summary in the Greek language and shall not constitute more than 20% of any given program.

The English language programming that falls within this exception permitted by section c) shall not be counted towards the English or French-language threshold set forth in section c) above.

The applicant proposes to broadcast not more than 10% of such segments during the broadcast month in the English language.

  Application by Odyssey Television Network Inc. to amend the licence of the national specialty programming undertaking known as Odyssey Television Network (Odyssey).
  The licensee proposes to replace the condition of licence in sections 1.(a) and 1. (b) of the conditions of licence for Odyssey as set out in the Appendix to Broadcasting Decision CRTC 2004-14 which reads:
 

1. (a) The licensee shall provide a national ethnic specialty television service, with programming intended for the Greek communities of Canada. Subject to subsection (b), 100% of its programs shall be Greek-language ethnic programs.

  and;
 

1. (b) On an exceptional basis during its news, public affairs or youth programs, the licensee may distribute brief segments in the English language to accommodate interviews and other segments from persons unable to converse in Greek.   Application by Blackburn Radio Inc. to amend the licence of the commercial radio programming undertaking CIBU-FM Wingham, Ontario.
  The licensee proposes to add an FM transmitter atBluewater to broadcast the programming of CIBU-FM, in order to adequately serve the population of Southern Huron County and along the Lake Huron shoreline.
  The transmitter would operate on frequency 91.7 MHz (channel 219A) with an average effective radiated power of 2,288 watts (maximum effective radiated power of 6,000 watts/antenna height of 64.8 metres).
  The licensee indicates that this application is to address CIBU-FM's signal deficiencies and subsequent co-channel interference problems that exist in the Southern Huron County and along the Lake Huron shoreline, particularly in the Goderich area.
