  Further to its Broadcasting Notices of Public Hearing CRTC 2006-5, dated 12 June 2006 and CRTC 2006-5-1, dated 8 September 2006 and CRTC 2006-5-2, dated 2 October 2006 relating to a public hearing which will be held commencing on Monday 27 November 2006 at 9:00 a.m. at the Conference Centre, Phase IV, 140 Promenade du Portage, Gatineau, Quebec, the Commission announces the following:
  THE FOLLOWING INFORMATION HAS BEEN AMENDED AND/OR ADDED TO THE COMMISSION'S WEBSITE IN CONNECTION WITH THE REVIEW OF CERTAIN ASPECTS OF THE REGULATORY FRAMEWORK FOR OVER-THE-AIR TELEVISION AND IS PART OF THE PUBLIC RECORD OF THIS PROCEEDING:
1.

Rogers Cable Communications Inc. (Comment 27)

  On October 16, 2006, Rogers Communications Inc. (Rogers) filed a revised version of the MBS Insight Group (MBS) study entitled "Distant Viewing Report" (the MBS Study). MBS had identified and corrected errors in the MBS Study related to the data analysis that resulted in some adjustments to the value of the impact of distant viewing.
  Rogers filed on October 20, 2006 an amended version of two pages of its submission (pages 18 and 19) to reflect the revisions in the MBS Study. The amendments are clearly identified on the aforementioned pages.
  Both the revised MBS Study and an amended version of the Rogers Submission are now available under Rogers Cable Communications Inc. (Comment 27).
  2. How Many Canadians Subscribe to Cable TV or Satellite TV? - Cable TV/DTH Subscriber Estimates, Profile of Non-Subscribers and Special Survey Results (Canadian Media Research Inc., August 2006)
  As noted by the Commission's consultant Canadian Media Research Inc. in its original report, the Commission also commissioned a special survey which was conducted in early September 2006 by Comquest, a subsidiary of BBM. The objective of the survey was to shed light on why some Canadians do not subscribe to cable or satellite TV. The results are presented in Section 4 of Canadian Media Research Inc.'s revised report, which has been added to the public record and the Commission's website.
  3. Analysis of Government Support for Public Broadcasting and Other Culture in Canada
(Nordicity Group Ltd., June 2006)
  CBC/Radio-Canada referenced the Government Support Study in its September 27, 2006 comments filed in response to Broadcasting Notice of Public Hearing CRTC 2006-5. To ensure that all interested parties have an opportunity to review the information addressed in the Government Support Study, CBC/Radio-Canada has formally filed a copy of the Government Support Study in both official languages. The Government Support Study is now available under CBC/Radio-Canada (Comment 59).

Submission by RQST-Conseil-expert Inc.

  RQST-Conseil-expert Inc. filed a submission with the Commission on November 3, 2006 after the closing of the comment period for this process. However, the Commission is of the opinion that the issue of closed captioning in the French-language market is significant and warranted the inclusion of the RQST-Conseil-expert Inc. submission in the public record of this process. The RQST Conseil-expert Inc. submission is now available under RQST Conseil-expert (Comment 117).
