Update on CLEC access to ILEC OSS

On 1 March 2006, the Operational Support Systems Work Group of the CRTC Interconnection Steering Committee (CISC) submitted a report to the Commission entitled CLEC Access to ILEC's Operational Support Systems - Update (OSRE003c). The report is available through the Commission's website.

In the report, Bell Canada indicated that as of 16 March 2006, competitive local exchange carriers (CLECs) would have access to the customer information module of its operational support systems (OSS) as required by the Commission in Competitive local exchange carrier access to incumbent local exchange carrier operational support systems, Telecom Decision CRTC 2005-14, 16 March 2005 (Decision 2005-14).

Bell Canada also reported, however, that the implementation of the repair module of CLEC access to incumbent local exchange carriers' (ILECs) OSS would be delayed due to performance and functional issues discovered during the testing phase. Bell Canada submitted that it would aggressively work to resolve the outstanding issues in order to implement access to its repair OSS in a timely manner.

TELUS Communications Company (TCC)1 reported that because of the work stoppage in 2005 on its operating territory, it would be unable to meet the target date established in Decision 2005-14. TCC submitted that it was targeting 18 September 2006 for implementation of CLEC access to its OSS.

The Commission has reviewed and approves the above noted report.
