CKBF-FM Suffield - Licence renewal

1.

The Commission renews the broadcasting licence for the English-language, FM radio programming undertaking CKBF-FM Suffield, from 1 September 2006 to 31 August 2013. The licence is issued to the Base Commander of Canadian Forces Base in Suffield and authorizes Lieutenant Colonel Daniel R. Drew in his capacity as Base Commander of Suffield, and any other person who subsequently occupies that position1, to operate the undertaking.

The licensee provides a non-commercial FM radio service exclusively for the benefit of British Armed Forces personnel and their dependents stationed at Canadian Forces Base Suffield. The station offers a contemporary hit radio music format and broadcasts at least 50 hours of locally-produced programming each week. The remaining programming is provided by Services Sound and Vision Corporation (SSVC), a British-based service that offers a mixture of its own programming and that of the British Broadcasting Corporation.

The Commission received an intervention in support of this application.

The licence will be subject to the conditions specified therein and to the following conditions:
 
  • The licensee is relieved of the requirements set out in section 2.2. of the Radio Regulations, 1986 regarding the broadcast of Canadian musical selections.
 
  • The licensee shall not broadcast any commercial messages.
 
  • The licensee shall adhere to the guidelines on gender portrayal set out in the Canadian Association of Broadcasters' Sex-role portrayal code for television and radio programming, as amended from time to time and approved by the Commission.

The Commission reminds the licensee that the authority granted in New FM radio programming undertaking, Decision CRTC 2000-135, 1 May 2000, and the licence issued pursuant to that decision are void and of no effect for so long as the programming service broadcast by the licensee is distributed by any broadcasting distribution undertaking.

The Commission also reminds the licensee that it is required to meet its commitments to broadcast:
 
  • at least two Canadian songs during each hour of locally produced programming that includes musical selections;
 
  • at least 25% Canadian musical selections during locally produced programming aired over the broadcast week,
 
  • a weekly "Top 40" Canadian program featuring Canadian artists and having a Canadian content level higher than 25%.

In accordance with Implementation of an employment equity policy, Public Notice CRTC 1992-59, 1 September 1992, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.

The Commission reminds the licensee that it will not renew a licence unless the Department of Industry (the Department) has certified that the licensee has been or will be issued a broadcasting certificate. This renewal is therefore subject to the issuance of technical certification by the Department pursuant to section 22 of the Broadcasting Act.
