Stephenville, Newfoundland and Labrador
Application No. 2004-1117-4
Application by Newcap Inc. (Newcap) to amend the licence of  radio programming undertaking CKXX-FM Corner Brook, Newfoundland and Labrador.
The licensee proposes to amend the licence by changing the frequency of its transmitter CKXX-FM-1 Stephenville from 95.3 MHz (channel 237LP) to 95.9 MHz (channel 240A1). The licensee also proposes to change the authorized contours by increasingthe effective radiated power from 12 to 234 watts and by decreasing the antenna height from 118.2 to 103.4 metres.
The licensee states it received a letter from the Canadian Broadcasting Corporation (CBC) concerning a new transmitter facility in Stephenville. The CBC indicated that this new transmitter would create heavy interference with Newcap's unprotected transmitter CKXX-FM-1. CBC also advised that CKXX-FM-1's current parameters would create interference with its new transmitter.
The Commission notes that CBC's new transmitter facility has been approved in Broadcasting Decision CRTC 2005-48, dated 9 February 2005.
The Commission notes that the increase in power would result in a change of the CKXX-FM-1's status from a low power unprotected service to a regular Class A1 FM station.
