  Application by Groupe TVA inc. to amend the licences of television programming undertakings CFTM-TV Montréal, CFCM-TV Quebec, CHEM-TV Trois-Rivières, CHLTTV Sherbrooke, CFER-TV Rimouski, CJPM-TV Saguenay, as well as the licence for the TVA network.
  The proposed amendment is to implement the incentive program for French-language Canadian drama set out in Broadcasting Public Notice CRTC 2005-8 (Notice 2005-8), 27 January 2005.
  The affiliates of the TVA network have also submitted applications. TÉLÉ INTER-RIVES LTÉE, to amend the licences of television programming undertakings CHAU-TV Carleton and CIMIT-TV Rivière-du-Loup, and RADIO NORD COMMUNICATIONS INC., to amend the licences of television programming undertakings CHOT-TV Gatineau and CFEM-TV Rouyn-Noranda.
  The licensees propose to add the following condition of licence:
  "In addition to the 12 minutes of advertising material during any clock hour in a broadcast day permitted by subsection 11(1) of the Television Broadcasting Regulations, 1987, the licensee may broadcast such additional minutes of advertising material calculated in accordance with Incentives for original French-language Canadian television drama, Broadcasting Public Notice CRTC 2005-8, 25 January 2005, as may be amended from time to time."
  Eligibility Threshold

The eligibility threshold is the number of hours of eligible drama that a licensee must broadcast before being able to access the additional advertising minutes provided under the incentive program. In Notice 2005-8, the Commission determined that this threshold would be set at 65% of the average number of hours of eligible drama programming broadcast over the last three broadcast years. The Commission also indicated that, unless otherwise specified by the Commission, the eligibility threshold established for each licensee would remain the annual reference threshold in subsequent broadcast years.
  The applicants have submitted the information necessary to determine the eligibility threshold that will apply to their licences. According to the information submitted, the number of eligible drama hours broadcast during the 2001-2002, 2002-2003 and 2003-2004 broadcast years are as follows:

          125.25 hours        101.25 hours        91.25 hours
  The average of the last three years is of 105.92 hours of eligible drama programs. Consequently, the applicants are proposing that an eligibility threshold of 68.85 hours.
  The Commission will confirm the proposed threshold and determine the eligibility threshold that will serve as the annual base reference for subsequent broadcast years in the context of its examination of these applications.

  A true copy must be sent to the applicant and proof that this has been done must accompany the intervention sent to the Commission.
