RE:   Filing requirements for promotions of local wireline services

In Promotions of local wireline services , Telecom Decision CRTC 2005-25, 27 April 2005 , the Commission permitted promotions in the local wireline services market subject to competitive safeguards.

To assist the companies when filing tariff notice applications for proposed promotions, the following filing requirements are set out below.

The proposed tariff pages are to state clearly:

  • in which bands the promotion will be available;

  • the time frames associated with each of the registration period and the benefit period;

  • the eligibility criteria for the proposed promotion;

  • the benefit to be received under the promotion; and

  • that the promotion is not conditional upon the customer remaining with the company beyond the promotion period.

The proposed promotion is to be supported by an imputation test, which sets out in which band(s) the promotion would be available.

A list of previous promotions that have been approved for the service in the preceding year, noting the start date, the end date, the tariff notices and the order or decision number that approved the promotions in question, or a statement indicating that the service was not promoted during that period.

The application should include statements with supporting information/argument that:

•  the promotion is not targeted at customers of competitive local exchange carriers, whether by being restricted only to such customers or by being offered only in geographic areas were competitors are providing service, as per paragraph 63 of Decision 2005-25; and

•  the promotion will be promoted equally throughout the band(s) where it is offered consistent with paragraph 64 of Decision 2005-25;
