  The purpose of the proposed transmitter is to enable the applicant to remain competitive in the local market by providing FM stereo service to the city of Whitehorse and surrounding area while continuing to provide service to all Whitehorse residents regardless of their ability to access the FM band.

  The licensee requests relief, by condition of licence, from the requirement under section 17(1) of the Broadcasting Distribution Regulations so that CKCO-TV Kitchener may be distributed on their cable distribution undertaking as part of the basic service but outside of the basic band.
  CTV Television Inc. is the licensee of CKCO-TV and has indicated support for this proposal.
  The licensee proposes to distribute CKCO-TV on channel 40.

  Application by Fairchild Radio Group Ltd. to amend the broadcasting licence of its radio programming undertaking CHKT Toronto as follows:
  a) by deleting the condition of licence to broadcast a maximum of 66 hours per broadcast week of ethnic programming directed to the Chinese community; and
  b) by deleting the condition of licence restricting the hours during which programming is broadcast in Mandarin and Cantonese to the following:
  i) Mandarin - between 6 a.m. and 8 a.m. on weekdays; and

ii) Cantonese - between noon and 8 p.m. Monday through Sunday
  As an alternative, the licensee would accept a condition of licence to broadcast a minimum of 52% of its weekly programming in Chinese languages.
