  Application by ASTRAL BROADCASTING GROUP INC. to amend the licence of its French language national pay television service known as Super Écran.
  The licensee proposes to change the condition of licence number 6 (CRTC Decision 2001-730) relating to the contribution that the licensee shall expend on script and concept development, to read:
 

6. In each broadcast year of this licence term, the licensee shall expend on script and concept development, or on funding for production of French fiction feature films, excluding overhead costs, the amounts indicated in the table below:

  Application by Radio Dégelis Inc. to amend the licence of radio programming undertaking CFVD-FM Dégelis.
  The licensee proposes to amend the licence by changing the frequency of the CFVD-FM-2 Pohénégamook transmitter from 104.9 MHz (channel 285LP) to 92.1 MHz (channel 221A).

The licensee proposes to amend the authorized contours of CFVD-FM-2 Pohénégamook byincreasing the average effective radiated power from 15 watts to 294 watts (maximum effective radiated power 975 watts) and by decreasing the effective antenna height of 73 metres to 50.7 metres.
  Also, the licensee proposes to amend the authorized contours of CFVD-FM-3 Squatec by increasing the average effective radiated power from 10 watts to 301 watts (maximum effective radiated power 957 watts) and by increasing the effective antenna height of 76.5 metres to 139.9 metres.
  The Commission notes that the increase in power would result in a change of the CFVD-FM-2 Pohénégamook and CFVD-FM-3 Squatec status from a low power unprotected service to a regular Class A station.
  The current application was published in the Broadcasting Notice of Public Hearing CRTC 2003-9 and was later removed in the Broadcasting Notice of Public Hearing CRTC 2003-9-3 since the Commission had not been advised by the Department of Industry that the application was technically acceptable. During the public process, Radio CJFP 1986 Ltée in Rivière-du-Loup and CIBM-FM Mont Bleu Ltée, jointly submitted an intervention which will be made available in the application's public files.
  The Commission also notes that the authorized contours of the two transmitters will be extended in a sizeable manner.
  The licensee indicates that the proposed amendments will improve the signal of its transmitters.
