North Renfrew Telephone Company Limited

Residential and business primary exchange services

1.

The Commission received an application by North Renfrew Telephone Company Limited (North Renfrew), dated 23 March 2004, to revise item 4 of section 100, Rate Schedules for Primary Exchange (Local) Service, and item 5 of section 490, Touch-Tone, of its General Tariff in order to increase its monthly rates as follows:
 
  • residential individual line from $22.96 to $23.74;
 
  • business individual line from $42.76 to $44.21;
 
  • residence line Touch-Tone from $2.61 to $2.70; and
 
  • business line Touch-Tone from $3.89 to $4.02.

The Commission received no comments with respect to the application.

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756), the Commission grouped services into four separate service baskets each with their own pricing constraints. The Commission assigned residential primary exchange service (PES) to the first service basket and business PES to the second service basket.

In Decision 2001-756, the Commission also determined that, in the absence of any exogenous factors, the rates for residential and business PES would be permitted to increase each year by no more than inflation. The Commission noted however, that it expected that rate increases on any individual rate element in these two baskets of services should generally be proposed once in a 12-month period.

The Commission notes that North Renfrew proposed an effective date of 1 July 2004 for its proposed rate increases.

The Commission further notes that in Residential and business primary exchange services, Telecom Order CRTC 2003-250, 18 June 2003, it approved an application by North Renfrew to increase the monthly rates for residential and business PES effective as of 15 July 2003.

The Commission determines that it would not be appropriate to approve a further rate increase to the above services with an effective date prior to 15 July 2004.

Accordingly, the Commission approves North Renfrew's application effective 15 July 2004.

North Renfrew is to issue revised tariff pages forthwith to reflect these changes.
