Competitive local exchange carriers model tariff

1.

The Commission received an application by Globility Communications Corporation (Globility), dated 7 November 2003, to revise the following General Tariff items:
 
  • Part B, Interconnection with Local Exchange Carriers

-item 201, Compensation for Traffic Termination

-item 202, Basic Listing Interchange File

 
  • Part C, Interconnection with Interexchange Service Providers (IXSPs)

-item 302, Trunk-side Access

-item 303, Network Announcements for Customers of Disconnected IXSPs with Trunk-side Access

-item 304, Bulk Transfer of End-Customer Base Between IXSPs

-item 305, Billing and Collection Service

 
  • Part D, Interconnection with Wireless Service Providers

-item 402, Trunk-side Access

-item 403, Line-side Access; and

 
  • Part E, Other Interconnection Services

-item 501, Call Routing - Location Routing Number (LRN) Absent

Globility submitted that the proposed tariff pages reflected the revised interconnection rates identified in the Competitive Local Exchange Carrier Model Tariff (Model Tariff), Version 20.

The Commission received no comments with respect to the application.
 

Commission analysis and determination

In Local competition, Telecom Decision CRTC 97-8, 1 May 1997, the Commission determined that it was in the public interest to require competitive local exchange carriers (CLECs) to provide interconnection to all interexchange service providers and wireless service providers, at terms and conditions that are equivalent to those contained in the incumbent local exchange carriers' (ILECs') tariffs. The Commission required all CLECs to file proposed tariffs for interconnection, justifying any departure from the terms and conditions contained in the ILECs' tariffs.

The Commission notes that there have been rate reductions in the ILECs' rates for Billing and Collection Service effective 1 June 2003, which are reflected in the Model Tariff. Globility did not reflect these rate reductions in its proposed tariff pages. The Commission notes that Globility did not provide any justification for deviating from the rates approved for the ILECs for Billing and Collection Service. Accordingly, the Commission finds that these rates should be reduced to match the ILECs' rates for this service.

In light of the above, the Commission approves on an interim basis, Globility's proposed rates, subject to the company incorporating the amendments to item 305, Billing and Collection Service, identified below:
 
  • For the provinces of Alberta and British Columbia:

-replace the rate of $0.0067 for "AR returned prior to billing" with $0.0065;

-replace the rate of $0.1043 for "AR billed to an end-customer" with $0.1019; and

-replace the rate of $4.60 for "AR returned or charged back to IXSP after billing" with $4.49.

 
  • For the province of Manitoba:

-replace the rate of $0.0383 for "AR returned prior to billing" with $0.0374;

-replace the rate of $0.0872 for "AR billed to an end-customer" with $0.0852; and

-replace the rate of $4.0915 for "AR returned or charged back to IXSP after billing" with $3.9957.

 
  • For the province of New Brunswick:

-replace the rate of $0.0160 for "AR returned prior to billing" with $0.0156;

-replace the rate of $0.1389 for "AR billed to an end-customer" with $0.1356; and

-replace the rate of $4.31 for "AR returned or charged back to IXSP after billing" with $4.21.

 
  • For the province of Newfoundland:

-replace the rate of $0.0539 for "AR returned prior to billing" with $0.0526;

-replace the rate of $0.1263 for "AR billed to an end-customer" with $0.1233; and

-replace the rate of $5.38 for "AR returned or charged back to IXSP after billing" with $5.25.

 
  • For the province of Nova Scotia:

-replace the rate of $0.0435 for "AR returned prior to billing" with $0.0425;

-replace the rate of $0.1807 for "AR billed to an end-customer" with $0.1765; and

-replace the rate of $7.47 for "AR returned or charged back to IXSP after billing" with $7.30.

 
  • For the provinces of Ontario and Quebec:

- replace the rate of $0.0314 for "AR returned prior to billing" with $0.0306;

- replace the rate of $0.1046 for "AR billed to an end-customer" with $0.1021; and

- replace the rate of $4.89 for "AR returned or charged back to IXSP after billing" with $4.78.

The proposed rates take effect 1 June 2003. Globility is to issue revised tariff pages forthwith reflecting all the changes specified above.
