  Cogeco is requesting to be relieved, by condition of licence, of the requirement under section 17 of the Broadcasting Distribution Regulations, to distribute CKXT-TV Toronto on the basic band of their cable distribution undertakings, provided it is distributed as part of the basic service.
  Cogeco is proposing to place CKXT-TV Toronto, a New English-language television station serving Toronto and Hamilton, on channel 16 of the above-mentioned systems.

  Application by RUSSEL COOK (on behalf of a non-profit corporation to be incorporated) for an extension of the time limit to implement the radio programming undertaking, near Opaskwayak Cree Nation, authorized in Decision CRTC 2000-132, dated 28 April 2000.
  The applicant is requesting an extension until 25 October 2004 to implement the service.
  The applicant states that the extension is necessary so that he can acquire a broadcasting degree to better assist the local native community.
  The Commission notes that the current applicationrepresents the fourth request for an extension of time.
  The first request for an extension of time was granted from 28 April 2001 to 26 April 2002 in Decision CRTC 2001-761, dated 17 December 2001. The second request was granted in Broadcasting Decision CRTC 2002-115, dated 26 April 2002 and extended the time limit until 25 October 2002. The third request was granted in Broadcasting Decision CRTC 2003-33, dated 7 February 2003 and extended the time limit to 25 October 2003.
