This application is being processed pursuant to the revised procedures announced in Broadcasting Circular CRTC 2002-448 entitled The CRTC Streamlines Radio Renewals Process.

  Application by Global Communications Limited (Global) relating to the licence of the radio programming undertaking CJZZ-FM Winnipeg, approved by Decision CRTC 2002-224, 8 August 2002.
  The licensee proposes to change the authorized contours and decrease the average effective radiated power from 100,000 to 63,700 watts (maximum effective radiated power to 100,000 watts/effective height above average terrain-EHAAT 206.1 metres). The change in the authorized contour is a result of the decrease in power and the relocation of the transmitter.
  The Starbuck site, from which CJZZ-FM had projected to broadcast, suffers from multi-pathing, an overlapping noise issue. This situation is detrimental to the quality of the station's signal. To remedy the problem, Global proposes to relocate its transmitter on the new Rogers tower, located about 27 km east from the Starbuck site, to provide a better signal to its listeners. The licensee states that the relocation of the transmitter will have a minimal impact on the size of the station's principal market.
