Northwestel Inc.

Message toll service

The Commission received an application by Northwestel Inc. (Northwestel), dated 15 October 2003, to revise General Tariff item 307 in order to grandfather the long distance calling plan, TelePlusT Subscription Service, and to change the name of the plan to "15% Calling Plan".

Northwestel noted that the TelePlusT service was introduced to its operating area in May 1995 as an optional message toll service for residential and business customers. The service provides a 15% discount on direct dialled and calling card calls with a minimum of $15 in eligible charges.

Northwestel also noted that since then, the company has introduced several new residential and business long distance calling plans that have attracted a significant number of previous TelePlusT subscribers. Northwestel added that subscribers to this service have been declining and it is proposing to grandfather the service to existing customers.

The Commission received no comments with respect to the application.

The Commission approves Northwestel's application. The revisions take effect as of 1 December 2003.
