  Application by ST-JOSEPH CORPORATION, on behalf of Tom Weber, on behalf of a corporation to be incorporated (OBCI), to acquire the assets of the Category 2 digital specialty service Inner Peace Television Network (Inner Peace).
  The applicant is also requesting a licence to continue the operation of the undertaking, upon surrender of the current licence issued to Inner Peace Television Network Inc. (Inner Peace Television).
  The Commission notes that Inner Peace Television was licensed in November 2001 in Decision CRTC 2001-687, to operate an ethnic Category 2 digital specialty television service devoted to providing religious programming from the single point-of-view of the Roman Catholic faith.
  The Commission notes that the licensee is authorized for distribution only at the specific request of the subscriber. Distributors are not permitted to package Inner Peace in such a way that subscribers are obligated to purchase it in order to purchase any other programming service. As set out in Public Notice CRTC 2001-90, Inner Peace may be offered on a "stand-alone" digital discretionary basis. It may also be offered in a package with other Canadian single or limited point of view religious services or with non-Canadian religious satellite services. Distributors are not permitted to offer services such as Inner Peace in packages with any other type of Canadian or non-Canadian programming service.
  The Inner Peace service launched on 17 July 2002.
  Considering the short time since licensing and, with the objective of preserving the integrity of its licensing process, the Commission will carefully examine the circumstances surrounding the proposed transaction.

  The new station would operate on frequency 92.5 MHz (channel 223VLP) with an effective radiated power of 4.9 watts.
  In New developmental campus radio station, Decision CRTC 2001-76 dated 16 February 2001,the Commission approved an application by The Kamloops Campus/Community Radio Society to operate a new developmental campus radio station in Kamloops (CFBX-FM). The licence for CFBX-FM expires 31 August 2003.
  In Campus radio policy, Public Notice CRTC 2000-12, 28 January 2000, the Commission noted that developmental campus stations will generally be licensed for three years. At the end of this term, licensees will be expected to have filed an application with the Commission for a regular campus radio station or to cease operations. The licensee has filed an application for a regular campus radio licence as a result of this.
  The licensee is proposing to operate the station under the same technical parameters of the current FM campus developmental radio licence.
