Subject: Customer Specific Arrangements: Tariff Notices 786, 6732 and 6733

Commission staff is in the process of reviewing the proposed tariffs and imputation tests associated with the Customer Specific Arrangement (CSA) contracts submitted by Bell Canada, under Tariff Notices (TN) 786, 6732 and 6733.

Bell Canada re-filed the imputation test associated with TN 786 on 29 September 2003. Staff notes that TN 786 fails the imputation test as filed. Further, according to its terms, the contract associated with TN 786 expired on 21 November 2003. Bell Canada is asked to confirm in writing that the contract has expired. To the extent that Bell Canada can confirm that the contract has expired, staff proposes to take no further action with respect to this particular TN, in which case Bell Canada is invited to apply for the withdrawal of TN 786. If the contract has been extended or has been replaced by another contract, the company is requested to file a new tariff and imputation test.

With respect to TN 6732 (contract No.P2-5 MOU1), Bell Canada filed the imputation test on 4 November 2003, based on the methodology set out in the Commission staff letter of 18 July 2003. Staff notes that the study period used in this imputation test is for a period ending on November 30, 2002. Staff further notes that on 12 March 2003, Bell Canada filed a separate imputation test for this contract under TN 6733 (contract No. P2-5 MOU2) based on a study period ending on 30 November 2003. In the circumstances, staff considers that these imputation tests are no longer relevant. In light of this, Bell Canada is asked to file a new tariff and imputation test for this contract on a going forward basis, since the end date of the original contract is 20 December 2008.

In addition to TN 786, Bell Canada is invited to withdraw TNs 6732 and 6733, following which the files with respect to these applications will be closed.
