Subject: Follow-up to Decision 2003-58

In Xit Télécom v. TELUS Québec - Provision of fibre optic private networks, Telecom Decision CRTC 2003-58, dated 22 August 2003 (Decision 2003-58), the Commission initiated a follow-up proceeding that directed Aliant Telecom Inc. (Aliant Telecom), TELUS Communications Inc., Saskatchewan Telecommunications (SaskTel), MTS Communications Inc. and Société en commandite Télébec to show cause why they should not provide intra-exchange and inter-exchange dark fibre pursuant to general tariffs and invited the companies to file comments on the Commission's preliminary view that the dark fibre facilities market should be forborne on the same routes and to the same extent as has already been forborne for inter-exchange private line service.

Comments were to be filed in this follow-up proceeding to Decision 2003-58 by 21 September 2003. Aliant Telecom, in a letter dated 5 September 2003 requested an extension to 14 October 2003 to allow time for a full and adequate response to the Commission's direction. SaskTel, in a letter dated 8 September 2003, supported Aliant Telecom's request and added that the extension should be provided to each of the Respondents and that an appropriate adjustment to the date for reply comments should also be made.
Accordingly, Commission staff hereby issues the following revised process dates for the follow up proceeding to Decision 2003-58:

1. Parties are to file comments with the Commission, serving copies on all parties, by 14 October 2003.

2. All parties may file reply comments with the Commission, serving a copy on all other parties, by 24 October 2003.

Comments should be sent to the Secretary General by fax at (819) 953-0795 or by e mail at procedure@crtc.gc.ca. Where a document is to be filed or served by a specific date, it should be actually received, not merely sent, by that date.
