The applicant states that a rate increase is necessary in order to preserve the balance and diversity in its programming, which are essential to fulfilling its mandate and to protect its operation's integrity.

The licensee proposes to change the condition of licence by increasing the permissible amount of advertising from the current 6 minutes to a maximum of 12 minutes per hour.

 

The licensee claims that 6 additional minutes per hour of advertising would allow it to lower its advertising rates so as to be more affordable to prospective clients, and maintain Visitor Radio's financial requirements.

The licensee proposes to broadcast predominantly Farsi language programming using a Subsidiary Communications Multiplex Operations (SCMO) channel. Programming broadcast using an SCMO is not accessible with standard radio equipment, and requires the use of a special receiver.

The licensee also proposes to relocate the transmitter approximately 8 kilometres southwest to the SaskTel site.

 

The applicant feels that the move of the transmitter would be in the best interest of the local residents.

 

This application requires an amendment to the licence of radio station CJVR-FM Melfort, the mother station.
