Rate reduction of the KeyPak High Speed 3.0 Mbps bundle and new promotions

Reference: Bell Canada tariff notice 6630

1.

The Commission approves an application filed by Bell Canada to revise General Tariff item 685 and to reflect the following changes:

· a reduction in the monthly rates for the 3.0 Mbps high speed bundle;

· a reduction in the service charge to activate the Internet portion of high speed bundles; and

· a restructuring of the current service charges to distinguish between the activation charge for the Internet portion of the service and the installation charge for the Starter Kit if it is installed by a company technician.

The Commission also approves the company's request to introduce a number of promotions for new, existing and winback customers for a four-month period. During the promotion, the activation charges for high speed bundles will be waived.

a) For new customers:

· customers subscribing to a KeyPak 1.5 Mbps bundle will receive two months of service at the KeyPak Dial bundle rate and a service connection charge waiver; and

· customers subscribing to a KeyPak 3.0 Mbps bundle will receive two months of service at the KeyPak 1.5 Mbps bundle rate and a service connection charge waiver.

b) For existing customers:

· KeyPak Dial bundle customers wishing to migrate to a KeyPak 1.5 Mbps bundle will receive two months of service at the KeyPak Dial bundle rate;

· KeyPak Dial and KeyPak 1.5Mbps bundle customers wishing to migrate to a KeyPak 3.0 Mbps bundle will receive two months of service at the KeyPak 1.5 Mbps bundle rate; and

· the migration service charge normally applicable to existing KeyPak 1.5 Mbps bundle customers who migrate to a KeyPak 3.0 Mbps bundle will be waived. Tariff item 685.2(g) already allows KeyPak Dial bundle customers to migrate to a high speed option without a service charge.

c) For winback customers, customers returning to Bell Canada from an alternate provider of local exchange service:

· KeyPak Dial customers will receive a service connection charge waiver; and

· KeyPak 1.5 Mbps and 3.0 Mbps customers will receive the same benefit as other "new customers" as described above.

The Commission notes that the imputation test filed in support of the application did not provide detailed cost summaries for all significant services included in the service bundle. In response to a staff request, Bell Canada filed detailed cost summaries. The Commission expects, as set out in the Commission letter dated 27 November 1998, Re: The imputation test methodology for local service, that the imputation test include detailed cost summaries for all significant services included in a service bundle. As stated in the 27 November 1998 letter, a significant service is defined to be a service for which the costs exceed 10% of the total cost of the bundled service. The Commission further expects that the imputation test be provided both in terms of total dollars and dollars per unit.

Bell Canada filed the application on 22 November 2001.

The revisions take effect 10 days following the date of this order.
