CRTC issues determination on O.N.Telcom's late-payment charge application

On 7 June 2001, O.N.Telcom filed an application for the approval of tariff revisions to its General Tariff item 1013, Payment of Charges.

O.N.Telcom proposed to reduce the payment period from 30 days to 20 days and reduce the monthly late payment charge from 2% to 1.25%.

O.N.Telcom indicated that the proposal for its reduced payment period is being made in response to extensive customer feedback indicating their preference to have prior month bill payments reflected in their next bills.

On 3 July 2001, Call-Net Enterprises Inc. filed comments opposing any reduction in the payment period. Call-Net indicated that, for large customers like itself, bills received from O.N.Telcom are relatively complex in nature and require time to evaluate.

On 31 July 2001, the Commission directed O.N.Telcom to advise its customers of the proposed changes to the payment period and the necessary steps they must follow to provide comment.

The Commission notes that of the seven comments received, none supported a reduced payment period. No comments were received with respect to the proposal to reduce the monthly late payment charge from 2% to 1.25%.

As noted in paragraph 3 above, clients had complained to O.N.Telcom about previous payments not appearing on the next month's bill. While O.N.Telcom concluded these complaints meant they preferred a reduced billing period, the Commission does not agree.

In light of the foregoing, the Commission denies O.N.Telcom's proposal to reduce the payment period from 30 days to 20 days and approves O.N.Telcom's proposal to reduce the monthly late payment charge from 2% to 1.25%.

With respect to the reduced monthly late payment charge, the Commission directs that tariff pages be issued forthwith to give effect to the determinations in this order.
